The brokerages have been extremely successful in reducing recruitment expenditure. For trusts using a brokerage to recruit staff the benefits are self-evident: real savings in NHS HR time and in advertising spend as all jobs are advertised on the Jobcentre Plus Labour Market system, whilst sifting and short-listing of candidates is done by brokerage staff. The ability to fill vacancies successfully also leads to a reduction in the use of temporary and agency staff and a further cost saving to the trust.
Example: Jobs Junction recruited a clerical officer for Whipps Cross X-Ray Department at nil cost, saving the Trust an estimated £1,500 -£6,000 on this one vacancy (allowing £1,500 for an advert in the Guardian; £3,000 for the services of an external recruitment agency and a potential additional cost of £3,000 to re-advertise post, plus agency fees).
At Barts and the London NHS Trust recruiting staff to 144 ring-fenced posts via the ACE brokerage has saved the Trust around £200,000 in advertising, recruitment and HR costs.
At Oldchurch Recruitment Centre, employing a single person aged over 25 via the brokerage would result in an annual cost saving of some £8,000 – most of this saving would be as a result of direct recruitment and nil advertising costs. This equates to an overall cost saving of £5,392,000 for 674 jobs recruited into.
For the NHS, savings in advertising during 2004-2005 equated to £705,000 for 470 job roles.
Many of the people employed into health and social care jobs are unemployed, with many on benefits. Just employing one person on benefits equates to a minimum annual saving of £2,808 to the Government (based on the minimum benefit received of £54 per week).
